The main reason Gregory “Hurricane” Helms is working as a backstage announcer for ECW is because he is currently injured and not ready to return to the ring at this time. The Wrestling Observer Newsletter reports that WWE wanted to keep Helms on TV some way and develop his character on ECW so this is there way of doing it for the time being.
